David Sforza

David joined Hawthorn from the Government and Public Affairs team at Edelman, where he advised clients in the agri-tech, food manufacturing, pensions, rapid delivery and trade sectors.
From the 2019 election victory until late 2021, David was a Special Adviser to the Government Chief Whip. During this period, he advised on the passage of hundreds of pieces of legislation, including the pandemic response and the UK’s exit from the European Union. In this role he developed deep expertise in the mechanisms by which legislation is drafted, scrutinised, amended and passed into statute. He was also closely involved in the process of regulatory reform.
Following this, David was the Parliamentary Special Adviser in two Government Departments, where he oversaw stakeholder engagement and legislative strategy; first at the Northern Ireland Office and later at the Ministry of Justice. Prior to working in Government, he spent years working in the House of Commons.
David graduated from the University of Nottingham in 2014 with a degree in International Relations.
